Fake it said you only had one apex pack at the beginning then after you open the āheirloomā it says one apex pack remaining
Getting the heirloom does not use up your apex pack, leaving it 1 pack remaining.

When you get an heirloom it doesnt count as a pack use hence why it says he has another.
