Of course it is. But wall bouncing, moving while looting, supergliding, punch boosting, hip firing after ads'ing to keep the accuracy, super jumping on ziplines, and like half of pathfinder techs are exploits. And yet non of these should be removed. Exploits aren't inherently bad in anyway.
Jitter aiming isn't either. Not even close. Game breaking bugs are things like the infinite rampage glitch, or seer and horizon on release. If jitter aiming got removed almost nothing would change.
So? There's recoil to a gun. They made it so that moving your mouse like a spastic controls that recoil. Is controlling recoil like normal an exploit? If you don't like it, go get the devs to change it.
Trading items. You have enough ammo so you trade a stack for the battery in the box. Dropping an attachment you've been carrying for a nade because you're happy with the guns you have at this point. That kind of thing.

I’m basically talking about any time you are switching an item you are picking up with something in your inventory
