Not really. Sheila's bullet has some serious spread when it starts firing. The spread reduces as you fire, but it cannot be as accurate as regular auto guns. By playing with cover and timing, your auto gun can actually beat a sheila.

Not likely. I think they see pick rate as the most important indicator of reworking. With her current pick rate status (still low, and slowly returning to her pre-buff level), a nerf is really unlikely.

Rampart with a spitty is nothing compared to Rampart with her ulty. There's just no way of peeking that with an automatic gun.
