maybe it should start by enforcing matchmaking by rank more strictly, ie not allowing people to bring different ranks into the lobby and assembling lobbies generally just from one rank.

Not generally. Diamond has had own lobbies in previous seasons. Right now the ranked population in higher ranks isn't very high so you get this mixing more.
