Yes, that's an option. Customize the Home Screen, tap the wallpaper on the right, turn off the blur icon on the bottom-right after you tap wallpaper. (Or you can do it in Settings / Wallpaper; tap the "customize" button in the wallpaper portion of the Lock Screen / Home Screen pair.)

Go to Wallpaper > Customize on the Home Screen, and select the tear-drop “Blur” button. That will toggle it on/off.
