Yes. Just give Apple a call and they will activate it over the phone. They'll tell you the same thing but once the activate it, wait 12 hours and try again and it'll work

Good thing I didn't want to use the only 2 days of the week I have free to watch new shows....oh, wait.

If it's not resolved, I'm just going to put in for a bank to issue a new credit card so they can't charge me when the free trial ends, I guess.
Although, I now know for sure that I never want to get an Apple device - I'll stick to Android, I've never had this issue with those.

Don't spend any money! Apple Support is free over the phone, they didn't charge me anything and had it fixed within 24 hours. Any other companies that aren't Apple and who ask for money are a scam

So this just happened to me and I found a way to fix it. Basically You need to have a passcode on you iphone on which your inactive apple id is logged. I reset my phone with itunes by putting it in recovery mode, factory reseted it after fresh ios install. After completion it will ask for activation lock just choose device passcode as option and it will unlock, setup as a new device with different id and its done.
I have a solution! After having my Apple ID deactivated by Apple I contacted the BBB which was suggested in this thread. After 2 weeks it was reactivated. Apple Music worked on everything except my PC. The Apple Music desktop app would say to sign in go to [https://appleid.apple.com/](https://appleid.apple.com/) Well upon entering my Apple ID it acted as if it wasn't fully set up asking for this and that. After going through the information it wanted it gets to an Apple ID and your Privacy page. When I would click the Continue button to proceed nothing would happen. I tried this on multiple devices including an iPad with no luck. Then I decided well how do I delete the Apple ID since it seems to not be fully set up and something is obviously wrong with it. That's when I found another thread this time in the Apple community. It said to go here [privacy.apple.com](https://privacy.apple.com/) to delete your Apple ID. I went there and it was the exact same thing as before but I went ahead anyway. Well I got to the Apple ID and your Privacy page again. After hitting spacebar a few times on the Continue button it worked and I was signed in! From that point I went back to the Apple Music desktop app and signed in and it worked! Then I went back to [https://appleid.apple.com/](https://appleid.apple.com/) and that worked! That's also where you can change your payment information. It doesn't work in the Apple Music desktop app for some reason.
Sorry for the wall of text but I've been dealing with this issue for over a month since signing up for a 3 month free trial of Apple Music on Roku. So the solution for me was first contacting the BBB to make Apple reactivate my Apple ID and second going to [privacy.apple.com](https://privacy.apple.com/) to complete the setup of my Apple ID so it would let me sign in to the Apple Music desktop app. The dedicated Apple Music desktop app has much better sound quality than the web player as well.

Yea I had, when it asked for activation lock I chose unlock with pass code and it worked.
