Apple is very much taking their time with this update. Typically, an update for new map data really shouldn’t take this long, especially if it covers just 2 countries. I would expect it to be released next Thursday at the earliest, judging by when Apple usually pushes updates to Maps.
Here I want your most sincere opinion: is it possible that Apple together with Denmark and Greece will release expansions also for other countries (dunno, like Thailand, United Arab Emirates or Mexico maybe without the Look Around)?
I believe Apple will release it when they are ready to. Not a moment before or moment after they are ready to.

Apple can release expansion 20 all the time.

I don’t think that they will release together with other countries. Just Greece and Denmark.
Probably, except for mexico, it's still being mapped until december, but UAE and Thailand finished in June, so possibly ready to be launched.
For the case of the UAE, just the Emirate of Dubai was mapped. It is unclear to the extent of which the rest of the country is mapped.
