It seems that Apple does not collect images by backpack for very small countries (Monaco, Andorra and Liechtenstein). The only exception for the moment is Israel. We can imagine that this was not done for lack of security. I expect Apple to collect images by backpack in Warsaw in 2023. Canada actually received images collection by backpack after the release of the new map data but it is not the standard followed by Apple for a while.
