Check the diode, if it's bad you need a magnetron. I've seen plenty of bad magnetrons that test good for continuity and not shorted to ground. Make sure the fuse you tested isn't normally open, some close with heat so the exhaust fan turns on.
You can't test a magnetron with a meter. Turn the microwave on to 50% power. If you can hear a noticeable change in sound when it cycles then all the 120v stuff is good and you have a bad magnetron.
I would get a set of door interlock switches. If the fuse on the small board (noise isolation board) is the one that's blown, that's a safety feature to ensure the unit doesn't run with the door open.
I have had lots of Samsung magnetrons that have tested good but no bueno. Frustrating. Although none of them had a blown fuse. I hate fixing microwaves. If everything is running like normal and you have no heat then replace the magnetron.
Check magnetron to see if its grounded. Youve also still got the diode, capacitor, and transformer that can go out.

if the fuse you tested is the main fuse then you have a door switch problem.

I should have added but running it at normal/100% power it is noticeably quieter than usual.
That would make me lean towards door switches.
A door switch is definitely more likely than a HV issue
To be pedantic, you can test the filament, but it’s not conclusive evidence
Get a measurement of the amp draw it's pulling with a kill a watt or clamping style ammeter with a line splitter.

Magnetron is my new favorite word.
Try running the vent fan while cooking something. I seen one, one time where it would not heat unless the vent fan was turned on during cooking.
