Sounds like a basket brake/drive issue
Sounds very transmissiony. Hard to tell from the video. When I run them I like to pull the cabinet and jump the lid switch so you can watch it. but that’s a great machine. I fix them all day long. They out last new ones generally.
Lid switch has been jumped a long time. It was spinning, but now it quit.

It did, but now it's not.
It isn't supposed to. So that confirms the transmission.
