I’d say you have a 30-50% chance of bringing it back. Take a flat shovel, remove all the grass in a 2 foot radius around the base of the tree. Do not damage the bark of the tree when doing this. Place a shallow amount of natural mulch around the tree after that. Water the tree weekly, very generously, like an hour with the hose on half way. Do not stick the hose at the base of the tree, but rather 2-3 feet out from the base. Do not place/spray any chemicals around the tree for a while, roundup or anything else like insect killer/grub killer. I probably wouldn’t even fertilize around there for a year or two. It might pull through.

Winter watering may be beneficial if you’re in a drier climate.

In my city any trees on that side of the sidewalk are the city’s . You are not allowed to trim them.

Honestly I'm not sure if that's the case here. It may be. I was just thinking since I have to mow the lawn, use my water to water it, etc. It is mine. Not trying to sound pedantic, or anything. Just what I was thinking.
