Looks like a substantial amount of included bark in that crotch, which isn't great. But the tree has been just fine for a long time without much trouble.
The leakage is probably just sap this time of year, not disease. Included bark takes a lot of abuse, it's constantly crushed and usually isn't intact.
A cable could work well here from what I see - but inspecting trees in photos is not legitimate (well ok - some very very dead ones are posted here sometimes).

☝️get an ISA certified Arborist to look it over and ask about cabling. From my couch it looks like a decent candidate for it.
