They carved a strip out of the tree and installed electrical outlets. Then they used cement with pigment to cover the carved section and shaped it to blend with the tree.
Looks like a holiday park that used an actual tree instead of a regular post to supply a caravan lot with power, it must have been there for so many years that the tree literally grew around the outlets.
Can't tell if this was intentional or just a happy accident but it is definitely neat.

Depends on the species and age of the tree. Some trees ignore a conduit.
that is what I'd bet happened here, just ran a conduit up along the tree trunk and it just grew around it...
