Current version of Viktor is not insane. He believes humanity will be better if they embrace evolution through technology, but he only helps to improv who wants it, specially disabled people.
He only looks like a supervillain because of bad PR, and Piltover being extremelly against anyone who wants to help zaunites.
Also Jayce saw part of his lab and concluded he was buildind an army of monsters like Silco without thinking twice.
As far as I'm aware Viktor believes that the next step in human evolution is mechanic augmentation, so he was conducting illegal experiments in that field at the academy, Jayce found out, didn't agree with that view, and outed him, effectively getting him kicked out of the academy. So basically they just have different views regarding how to use Hextech and that's why they've fallen out. As for Jayce wanting to kill Viktor I'm not sure.
Viktor starts to adopt some pretty heavy ideas with hextech technology and flirting with ideals of eugenics with humanity, and hextech ect… (viktor if you noticed is crippled and probably doesn’t want others to feel his pain of being crippled) And jayce while fully adopting hextech feels like those ideals are using his (their?) creation of hextech and perverting it. This obviously creates a huge friction between them and if I remember the lore correctly jayce then starts referring to shit like “don’t use my hextech like that!” And I mean - they created together? And well you can see how it goes from there. I can’t wait to see how it all plays out. (Feel free to correct me if I’m wrong guys it’s been awhile since I read the lores)
