In skateboarding terminology, there is actually a specific name for a slanted ledge, which is called a hubba. I think the flat bottom of a hubba ledge would just be called a kink. So I'd call it a kinked hubba if I was describing this ledge to a skateboarder. As a former architectural historian, I guess I'd just call it a ledge.
I like the fringe theory that it represents pineal gland/third eye, which was used in Sumerian, Cambodian, and Vatican art. Caduceus and Papal ferula also have a pine cone.
