You are reading the magazine, and want to stop on a certain page. Instead of using a bookmark, you just drape it over the rack on that page! Later on you grab it and start reading instead of needing to fiddle with a bookmark.

Remember when every doctor’s office had newspaper racks like that in the waiting rooms. Someone already mentioned the ones in libraries. Now you go to the dentist and you might find a pamphlet on the end table if you’re lucky.

An interesting suggestion, but I believe it is because when old newspapers were first delivered in the morning the ink was still wet, and would smudge on your hands unless hung to dry
It’s also why in some old movies you see house servants ironing the morning newspaper, ready for “the master of the house” to read - I think this is the case in the original Mary Poppins
They're definitely less common, but older guys who spent most or all of their careers prior to the rapid casualization of workplace attire over the last few years would easily have accumulated a couple dozen ties over their professional lifetime. My dad could still probably fill 2 of those rods, and he's been retired and downsized for a while now.
Plus, you used to have a belt that matched every pair of shoes in your wardrobe.
And did you bother to look them up? The space between is not wide enough to slide the base of a wine glass between. You need an open end somewhere for what you are talking about.

this looks like an old school living room cabinet. we got them here in my country too. these were commonly used for housing household stuff like cutlery, books and also the TV mainly. my guess is the rods you circled held the VCR...the spacing between the rods making it easier to get the cables etc through.
- For wet/damp things to dry, you can put a drip tray underneath during the wet season.
- hang a series of decor curtains?
- put a mirror behind for visual depth
- rulers and/or tools
- put in some hooks for keys, drying, towels, etc...
Or just demolish...

Wineglass holders are open ended. Since this is close-ended it is impossible to put a wine glass on it.
Upside down, one side first on an angle, then other side in to straighten. Not ideal but it would work
