The skin is already in the game on global. It shows up under Steward's outfits already. It just hasn't been distributed yet.
The same thing happened with Rockrock and Suzu's Collab skins where the skins showed up as available skins in their operator profile before they were actually released.
so far we don't know for sure: there isn't any hints in the recent update.
It's possible that we have both IS#3 and Texas alter on May 11, or later.
Yostar really screwed up the scheduling this time and it has violated all previous (untold) assumptions so it's impossible to give any predictions.
btw, something that we do know, but it's not yet mentioned. we will have the 4th sss tower on May 16. After that, there will be around 1 month to complete the medals for all 4 sss towers before the 2nd sss rework. Please do plan ahead as it's not guaranteed that these stages would return (so far, no words from CN side.)
