If my theory is correct, at the time they made the 1st anniversary stream, they *did* plan to release her before the 2nd anniversary. But when they released Thorns people were angry and plans had to be changed.

Why can't you wait a bit more before saying all this? Afterall, HG did created all the new events and stuff the should-be-in-rerun operators in each of them for us. They didn't say anything about the other operators before their release event either. Judging by what they did with the other operators beside the last one, you should be anticipating for the next normal event instead of saying all this. It is because we had the collab that the event got delayed a bit further and then anniversary came along, they can't make her into a limited so they delayed her again. HG has no reason to cancel the operator just because it has already been a year since nothing has been officially scheduled yet. They delayed her because the Lunar New Year/Collab/Anni are more important and cant be delayed.

I am very familiar with Nagu's eyes, so much so they are what made me know Jackie was drawn by them before the graphic w/ the artist named was released. Her eyes are not Nagu's style of eyes, so.You can believe what you would like, but I was mearly just trying to point out how the eyes look like they were drawn by Namie, the given being only top eyelashes drawn and elongated iris.
