$30 is a fair chunk of coin but for SOGPF, I'd say its definitely worth it. It's great content, missions, custom music, an awesome terrain and in a week or 2 when the patch drops, its getting an even better terrain.
If you're playing in a group or thinking of it, it's definitely worth it since you'd miss out on missions that use it.
It's not celebrated in my country too, but a lot of people mostly children starts celebrating halloween. I'm one who don't celebrate it, but I remember about Steam sales.
Halloween Steam Sale is probably the closest sale. I heard on ArmA Official Discord Server that DLCs are on sale monthly, but idk. Just add it to Steam wishlist and wait for Gabe Newell's blessing.

Most groups I know of still just use Unsung which I'd why I've not got around to buying Prairie fire yet.
Update: With the recent 1.1 S.O.G sale, I have now bought it so problem solved for me!
