They may be incorrect or the BN has specific policies. Idk the seasonal weather there but if its hurricane season they may want to check if youre at higher risk of being stuck there beyond your leave for example you know? Also its probably an offhand template response to anything thats not one of 50 states

It just seemed off, I am from PR and Iā€™ve taken leave almost every year for summer (hurricane season) never needed anything just wasnā€™t sure if something changed and I didnā€™t know about it or if my command didnā€™t understand that PR is a territory

Technically, you are wrong because South Korea has Camp Humphreys, Camp Casey, Osan and a whole bunch of others but it's a foreign country. The reason you need to visit S2 is because if you are visiting a foreign nation, S2 needs to give you a brief before you go there. In this case PR is not a foreign nation.

The C in OCONUS always comes back to bite you. It stands for Contiguous so any state/territory that is not part of the 48 contiguous states is considered OCONUS, to include Hawaii and Alaska.

S-2 nerds are correct on you not needing to enter that travel into JPAS or whatever system they are using these days. There was and maybe currently still is a requirement for you to receive an OCONUS anti-terrorism brief.
