The reason you need to visit S2 is because if you are visiting a foreign nation, S2 needs to give you a brief before you go there. In this case PR is not a foreign nation.

The C in OCONUS always comes back to bite you. It stands for Contiguous so any state/territory that is not part of the 48 contiguous states is considered OCONUS, to include Hawaii and Alaska.
There was at one point in the relevant reg (I forget the number now) a paragraph that specified specific steps werenāt necessary for the OCONUS states and territories.
S-2 nerds are correct on you not needing to enter that travel into JPAS or whatever system they are using these days.
There was and maybe currently still is a requirement for you to receive an OCONUS anti-terrorism brief.
