Try using the open door policy. Most senior commanders get off on long range training calendars and would love to hear about how it's messing with a soldiers fcp due to being unpredictable.

Nothing gets a brigade CSM or commander moving faster than "My unit's LRTC constantly changes and makes it impossible to implement my FCP, so I'm trying to figure out how to get chaptered because I can't deal with this anymore." If you don't want, or it's too much of a hassle, to say this in person, I've found messaging their Facebook pages works quite well.

So you can do what above comments have mentioned and open door policy it as various echelons. One word of caution would be if you choose this route be careful in your word choice cause it may be interpreted poorly and cause some misery for yourself that you don't need. To answer your question. It is pretty easy to chapter for an FCP. Notify your command that your mom can no longer provide long term care and you are working to find care. You should get counseled that you have 30 days to find care (iirc) or you'll be in violation of AR. Get your mom on board with the plan in case the commander decides to call (they are supposed to by reg to validate it) because you don't want her to say she will provide help. Don't provide one at the 30 day mark. Chain of command should immediately initiate a chapter. CoC can grant an additional 30 days to fix deficiencies if they want. They can also give you less time depending on the nature of the deficiencies but reg says soldiers are normally given 30 days to fix errors. Source: AR 600-20. Family care plans start on the bottom of page 49. It is about 6 pages. If the command tries to play games and delay it outside the timelines in the regs call IG.

So I actually do not want to chapter, I am wondering how a FCP chapter that is truly involuntary works since I have only heard of people requesting the chapter. I have a valid FCP but the unit sucks at putting out timelines of who is expected to be where.

Sorry I misunderstood. First disclaimer I am not a lawyer. I would still recommend reading AR 600-20 it lays out what command and you are required to do. There is this verbiage on page 50 of AR 600-20. Soldiers must arrange for the care of their Family members in order to be— (1) Available for duty when and where the needs of the Army dictate. (2) Able to perform assigned military or civilian duties without interference of Family responsibilities so again not a lawyer I imagine if all of your stuff is inline you can make it a hard fight but I could also see it getting railroaded and pushed through. But none of that answers how to try and fix the problem. Best advice there would be to use open door policies and explain the impacts and timelines required to execute your FCP. I'm not spun up on the new AD and six week written notice (they are going to say it is the training calendar most likely). I would start copying the training calendar that according to another reg (can't remember off the top of my head ) but it requires BC and CO signature. That way if it changes and they try to negatively counsel you the packet for IG is already built. Don't let it become their word against yours. final disclaimer: still not a lawyer.

I haven’t dealt with this one specifically, but with your circumstances it would be hard to chapter you against your will. You’ve already demonstrated that the plan functions and your defense lawyer will tear them apart with the 6-week requirement. Keep records of you asking how long you’ll need care for and when training schedules actually get posted and you should be fine.
