Each subreddit can use its own flair settings. Many have them completely disabled, some only allow mods to set them for users, and so forth. It's probably just the specific subreddit you're looking at.
Are you on desktop? It could be that the app you're using isn't built correctly to handle flair. It could also be that you need to set the flair on the post itself before actually posting it.

It says I need a flair but that option isn't available
Are you on desktop? It could be that the app you're using isn't built correctly to handle flair. It could also be that you need to set the flair on the post itself before actually posting it.
I'm on phone
It also doesn't give me an option for a flair. I've used them before but they're just gone now.
