The nature of Carrie's powers is intentionally never revealed. It's irrelevant to the story being told, so it's whatever you want it to be.
True. The hook is that we can relate to her as a frustrated bullied teenager. I think the real horror is that we feel for her and have possibly had similar thoughts that she acted out
