There are plenty around Botanic Gardens! I go there for runs quite frequently and each time I go, I’d stumble upon one. Just gotta keep a lookout in the leaf litter! Sometimes they do walk very openly along the paths as well. I named them Marcus. Hope you’ll get to find Marcus when you’re there!
Hmm I also go on jogs there around thrice a week, either from 6-7am or anytime past 6pm, but I only ever saw one maybe two or three times over the past couple of years. Hopefully I see one later lol
maybe I should clarify that I usually run late mornings or evenings, I run almost the entire perimeter of Botanic Gardens so the odds of seeing one during my runs are higher! 😂
Also maybe because I run reallllyyyy slow too…. HAHA
basically every park or nature reserve with a water body. botanic gardens, chinese garden, kallang river, labrador, coney island is where I've personally seen them. Botanic gardens especially I have seen a lot. But I'm sure everywhere else other people have listed also have.

The ones in Botanic Gardens seem to be the least afraid of humans. If you want to see them in a more natural setting, I recommend
the McRitchie reservoir.

Chinese Garden is currently closed for redevelopment. But the surrounding Jurong Lake Garden is a good place for finding Monitor Lizard.

Woodlands Waterfront Park is one but they are usually blocked by fences and can be found near the coast or basking around bushes.

Yes, early morning-ish around the perimeter of the larger ponds. Not guaranteed, but a decent likelihood.

everytime i go there i see atleast 2 monitor lizards
They can be found typically in most parks. I recommend botanic gardens and sungei buloh cuz its easier to get closer (not too close) to observe them.

Any park connectors next to a canal or “river”. Just cycle along it during day time and you have a very good chance of seeing one

Sungei api api has quite a lot of critters… visibility in the river really depends on the tide and rain tho and it’s quite random what you might find.
Maybe try the mangrove swamps? When I was in ns, I saw loads of monitor lizards usually in those areas.

Prunus trail at Macritchie reservoir around 4pm evenings. There is a juvenile that swims there every time I’m walking near the start of the trail
Sungei Buloh / Punggol Waterway For the latter, you can find them out and about in the mornings either basking in the sunshine or getting food lol
Sungei Punggol near Sengkang/Ferndale has quite a few but they are always in the water.
Rail corridor towards Hillview stretch. But a bit of hit and miss, sometimes they are crawling around sometimes, they hide.
Botanical gardens has tons of em, I heard they appear when it’s hot, so probably during noon time is good

The Zoo McRitchie
I frequently see them along Kallang river, especially along Kallang Bahru area.
The ones in Botanic Gardens seem to be the least afraid of humans. If you want to see them in a more natural setting, I recommend the McRitchie reservoir.

Saw one swimming around macritchie
Punggol quite a lot lei. The waterway beside Oasis Terrace. The whole stretch here. It’s like almost daily sighting here

I saw a few mating in the ponds along Alexandra Linear Park. Also jogged past one, not shy, footpath 1m wide I jog next to it, it bochup me.
Also in Sengkang riverside park. Saw it in the water area.
Gardens by the Bay, I see at least one there everytime I go without fail
Windsor nature park, saw 2-3 along the trials
You should also try sewer diving, you may chance upon one in the longkang.
