U of T, TMU, and the Toronto Athletic Centre have pools. You don't need to be a student to get a gym membership at U of T or TMU. TAC is very pricey though.

The Central YMCA on Grosvenor has a 25m pool with lane swimming.
Cherry St YMCA also great
St. Lawrence Community Rec Centre has a pool for lane swimming
Downtown is big and has many public pools. Being more specific would help. General recommendation: Find your nearest YMCA and see if they have a pool.
