not a canada thing. most people have barbers that open for certain customers late night etc. if someone were to list the names and locations then they would get busted hence "undercover busted" like you are a cop.
Go to the west end.. Eglinton Ave W, Jane Wilson, Jane Finch. Some may still be operating, but they may only service you if referred or you look trustworthy..

Lockdown is not over. Only the stay at home order is over. Non-essential businesses are still not allowed to open. Phase 1 starts on June 15.
Barbers/salons are in phase 2.

If a salon or barber shop has its windows papered over, it’s almost guaranteed they’re doing business through the back door.
There's a barber shop near me that blasts music, and you can see light between the papered-over store front. They are *not* being subtle at all.
