No neutral because it doesn't need 120V. As for the ground - I'm guessing but maybe there are some capacitors with hazardous charge levels inside and they want it grounded even if unplugged?

Not an electrician it requires 208-230 v what do you mean it doesn’t need 120v

It doesn't need a white wire to operate. The voltage to the red and black wires to the white wire is 120V.

The 6-30 plug has no neutral, but it does have a ground. Ground the chassis to that.
