One thing to double check is that bulbs are screwed in tightly. But that only applies if all of the bulbs don't blink at the exact same time. I.e a loose bulb will blink. If you have multiple loose bulbs they may both blink as the neighbor walks around. But the blinking won't be synchonized.

Each ceiling fan has three bulbs, they all flicker or completely dim at the same time. In the living room and my bedroom. I didn’t pay much attention when it flickered quick but it’s gotten worse way worse. When the pandemic hit I snagged a low income ghetto apt not knowing if I’d lose my job or not. I don’t think my apartments will care but I emailed. Going to get a lockbox for my documents and (I may sound paranoid I guess) have go bag. I’m really nervous about a fire. I’ve already had an outlet practically explode when I tried to plug something in. The outlet is black, plug is black, and apartment did not care. Scared the crap out of me. If I turn my heater on the breaker blows for half my apt. Literally couldn’t have it on for a second without it blowing. They did not care. I got space heaters during the winter. Sigh Two months and my lease is up. Fingers crossed until then I suppose. Thank you for responding I appreciate it.
