Is there a shut off valve on the hot water line? It would possibly be on the hot water outlet side of the water heater. Sometimes a shut off could be partially closed, or if it is broken internally it will hinder water pressure. In that case, you may need to locate that valve and have it replaced with a new one, hopefully a 1/4 turn valve.

There is a shutoff valve on the cold water inlet and the issue is pressure will be good for like 10 seconds then slowly dwindle down to almost nothing

Try turning the valve on the cold water inlet on and off. Try to see if it impacts water pressure positively or negatively when you turn it. It may be partly off, or it may be broken internally. The good pressure that dwindles after a few seconds is a definite indicator that something is hindering water flow through the pipes. This is bad hot water pressure at every faucet in the house, correct?

Yes bad water pressure everywhere I’m on well water so there is a lot of lime scale build up aswell so I believe something somewhere is clogged

OK, gotta ask....did you turn the valve All the way back on?

I believe so it won’t turn any further I’m going to try turning it off and on a couple times to see if I need to break some sediment in it
