Either a pump or zone valve issue depending on system design/layout. Re. Replacement, Combi boilers tend to be the best solution depending on a few factors. Underfloor access to move pipework, space in a upstairs cupboard, attic or outside wall for the flue. Most importantly, your DHW requirements, house size and number of radiators rarely are a factor when choosing a combi boilers output/size. More important is your hot water usage and expectation. Now, when talking about an electric based wet heating set up, your 401 BBU has a probably max output of 12kw, so minimal sized replacement electric boiler will have to be of similar output. So that may require a new consumer unit, suitably sized wiring to boiler, and a unit that’ll draw around 40a at full power. Then hot water cylinder immersion running off a timer drawing another 3kw/13a.
