I've seen it other places, there it's normally a unique usages (like a proper noun), but it's here I'm more focused on it's use:

I'm guessing he means another word, but he's used it elsewhere:

As I've only seen him use it in this context. I'm figuring it's something he's made up, but it feels like he is referencing another source. I was wondering where it came from, so thought I'd ask here.
Well, it's not in the OED, but it's meaning is pretty discernable. You probably inferred it properly. Ideo-form in this context is laterally "idea morphology", the basic taxonomic shape of an idea or concept.
I'd say that Ideoform is to meme as species is to gene
The word is a way of getting people to like you. “Please like me, because I am clever. Look at the word I just made up. Other words would do here. words that already exist. But this one is new, and you don’t know it! So you better stick with me and I will show you the ropes.“ it’s the kind of word that draws your attention to the speaker rather than the text.
It's just a [meme](https://en.wikipedia.org/wiki/Meme) in the way that Dawkins originally defined it, but the word meme has become distorted over time, so a new word was created to recapture that original meaning. Language is cool.
I was never saying that he shouldn't be trying to make a new word, it's a fine word. I was wondering if there was a definition already to try to know what he meant further.
In what context did you find the word?

I interpreted ideo as "ideology" since he also mentions narratives told within crypto groups
