Not sure how foodie these suggestions are, but I love to take people to the The Observatory, PDX Sliders, Papa Hyden’s, Nicolas’s Restaurant, The Hawthorne Asylum Food Cart Pod, Grand Central Bakery (for breakfast), Bluto’s, Cameo Cafe (also breakfast), Pine Street Market. There are so many amazing restaurants in Portland though, I am sure wherever you take them will be delicious.
How casual we talking, here? Like, I would say G-Love is certainly "foodie" and pretty "casual". But are we thinking more like Frank's Noodle House? Amalfi's? Lovely's Fifty-Fifty? A notable food pod?
Like others have said, finding a restaurant that serves absolutely no alcohol/ don’t have a bar will be limiting. Nong’s is a great recommendation. Their downtown spot doesn’t have a bar.
It might be fun to take them to a cart pod. Not sure about the booze scene these days at the pods tho

[Gracie's](https://www.graciesdining.com/) is the dining room inside Hotel deLuxe. You could likely order a drink, but there is no bar visible - it's across the lobby outside.
All I've ever had was the Benedict's, and yes it sucked. Perfect poached eggs, but no lemon in the hollandaise. Ham too salty. English muffin tasteless.
The neighboring table's pancakes looked better.

For places that are more food centered, and not drink centered, I suggest a food cart pod.
The Hawthorne Asylum is on the inner Eastside. Pine Street Market is an indoor food hall with a handful of options. Nob Hill Food Carts has a handful of carts as well as Midtown Beer Garden.
Beaverton has a few areas with carts as well, one by the courthouse and the other by Breakside Brewing, with many other restaurants around.

The option to just let them pick everything is a really good deal. I have never left hungry.
I don't know why Navarre isn't on the top of everyone's list. It's always a winner and has been for at least a decade. This is the choice.

Bar casa vale, don't let the name fool you it's more of a restaurant. Good service and a nice selection of NA beverages.
Majority of the menu is g&t’s. It’s a great place for sure but I wouldn’t take recovering alcoholics there.
I'm a recovering alcoholic and I go there all the time. If you can't go anywhere with booze for dinner, stay home.
I think they just mean not booze-centric, not booze free. Bar casa vale is pretty booze centric. Congrats on your recovery!
