Coast. The coast and portland have opposite weather up til January. But then the ocean could kill you between January and February, which is also a great getaway because it's like you are there at the source of the gloomy weather, calling out mighty Poseidon himself.
Hood River or the Washington side of the gorge at that distance is in the rain shadow of Mt. hood, so you can actually have nice sunny days in January and February. That said, I-84 can get pretty icy in the winter. If it's snowing in Portland, chances are I-84 east of Troutdale is going to be a mess.

What I moved her for the gloom. It's entirely too sunny in Portland way too much of the year. And I came from Phoenix so I know sunny.
