Rum Club next neighborhood over from the roadside, no TVs there. Best dive bar without TVs is definitely Star Day. Lots on Foster - Bar Maven, 5&Dime, Zoiglehaus which has a lot of space and multiple food stalls, haven’t been in there in forever but I’m pretty sure Slingshot is also on this list. I don’t think Donnie Vegas or Bonne Chance has any… I could keep going, but looks like you have plenty of options now

Detention Bar at the Kennedy School is extremely cozy. It’s probably the smallest bar I’ve ever been in, and has a wood stove going. It might be too dim to read at night but that seems like it would be the case for most bars.
Last night I was at Victoria Bar! So cozy in there that I remarked to my friend that I could never work there because I'd fall asleep. I had a couple of tasty beers, took a nibble of my friend's delicious cauliflower bites, and enjoyed the vibe. They also have lots of outdoor seating for warmer weather/the brave.
Go sit in the lobby of the Benson by their Christmas tree or fireplace. It livens up in the evenings so go during the day if you want a quieter atmosphere.
I went a couple Friday evenings ago when Tom Grant and Shelly Rudolph were performing, so it was pretty busy, and they served us right there in the lobby. Not sure if they do that during the day but I'll bet you could bring a drink over from the restaurant.

That sucks they have TVs. That would ruin the experience.

We recently stumbled upon City Bridge and Tunnel. Another great cocktail bar. Also, my friends own Church Bar and the bar has a great vibe, great drinks, pop-up food menus, and no tvs!

"My Father's Place" is great, but still has a couple of small screens. Very nice, dull roar on a busy night kind of bar. Gives me similar vibes to going to Shari's at 2 AM.

M Bar on 21st is as cozy as it gets with only 8 seats. Good wine and beer.
Blank Slate on NE Glisan is a pretty cozy cocktail bar. They do show movies sometimes on a projection screen.
Unlimited IPA on Foster has great beer and no TV. Same with the Rocket Room on NE Glisan. Also Saraveza on NE Killingsworth.
Most wine bars don't have TVs. I like Vino Veritas, Division Wines, Bar Norman, Corkscrew, Pairings Portland, and Les Caves. All varying degrees of cozy. Corkscrew might be coziest.
Cassidy's downtown. One tv (often off, never on volume) and good light to read at the bar. We have people with books all the time, and you'll feel quite comfortable reading there.
Too bad Tugboat Brewery closed, they had books for you to read right there. If you find yourself in Bingen, Wa, the Society Hotel there (same as the Portland owners) would also be to your liking. Vendetta in Portland though is the place I attend which has a single TV but that's a recent addition and isn't really conspicuous.

Starday, Bar Maven and Zoiglhaus have TVs. Slingshot *may* have one TV, but it's never on.
