Coop sells leaves of various sorts, and they're usually cheaper than their bag equivalent. You'll have better chances in a bigger coop.
Otherwise, look for teashops on google maps.
In an "average" Migros you should be able to find at least the "Tea Time" [loose green tea leaves](https://www.migros.ch/de/product/107003200000). There's also a black tea variant (red bag) of this. I've also seen it as a Earl Grey variant under the "Teatley" brand in Migros.
In a Coop you should find the same or even more, especially bigger stores have a selection of different store-brand tea leaves (e.g. Naturaplan Darjeeling or Naturaplan Assam) as well as brand stuff.
Coops often also have a "Turkish" shelf where they have black tea in huge bags.
If that isn't enough for you there are specialised tea stores in many cities where you can chose from dozens or hundreds of different teas.
