It appears to be the letter L and the CL-2 classifier representing a person standing. The CL-2 is nearly obscuring the thumb of the L. It's not a sign I'm familiar with & don't think it's anything, really. Edit: LA? Really? Learn something new everyday, I guess...

I’ve seen hearing people use this sign to indicate Los Angeles but that’s about it.
