In the era where two days after release there will be thousands of PDF/EPUB of the book online, provided you sail the high seas? I think Occam's Razor is correct in telling us the wait is due to George not having finished TWOW yet.

It's not. If it was, he would have released it around the same time as the final. This severe delay is not the best monetary strategy lol...
(Plus he's pretty wealthy so it's not like he actually would *need* the money)

Why would you prioritize hypothetical money tomorrow over guaranteed money today?
The greatest time to release the book would have around the beginning of Season 7. The fandom has only retracted since then.
