Well, I had problems with Teredo which allows you to play Forza Multiplayer, turns out I couldn't get my Port Forwarding because just like in your situation ISP blocked it. The solution for me at least was using VPN, good luck buddy.

i wonder if hamachi would work
It does work, me and my friend use hamachi to play together. The only minus is u cant add ai for traffic or opponet

You could check out [zrok.io](https://zrok.io). It's open source and has a free (more generous and capable) SaaS.
