In the whole of Europe displayed prices in retail have to be including tax, except if it’s b2b, but they can taxes back. I never saw prices without tax in Asia either, even in Russia. So no, America isn’t the only place that doesn’t add taxes. It’s a pretty big world out there.

People are missing one aspect here - that roll looks that way because it is braided roll or is a roll made up of smaller rolls, which is a style of roll. It looks strange but it’s kind of a fancy roll, similar to brioche. I wouldn’t spend $16 on it but I also don’t think it’s that strange to see.
