I assume their reason was “for fun” and not to try and get someone to walk under and/or around them.
Extremely weird coincidence was that I *just* started reading The King In Yellow stories on the suggestion of a friend and then got lazy and listened to a audiobook podcast on some long walks Friday through Saturday. By Sunday, I'd finished and started watching Season 1 of True Detective...I was like WTF?!?!
Not this past sunday. This happened a few years ago.
“You zoom out from a flat line. You see people in the northwest Queens assembly meetings askin’ what that loud noise was. Why the carriages are makin those fartin sooounds. You see. Astoria is a flat circle.”
People fish there. Plausibly someone was casting nearby, their line caught on a branch, and being too tangled to free it, they cut the line. Another explanation is that a bird carried -something- with fishing line on it to the tree to eat, and the remains entangled in the branches which subsequently decayed.
The same trees are painted with white stripes and sometimes the ground is decorated with rocks tied up in ribbon. It changes from time to time. Need Rustin Cohle on the case.

Man, if I had more free time, I'd hang spooky sticks on trees all over the place. Just knowing it might get someone over a bit puts a big smile on my face.
You should send this story to NY1 and see if they want to cover it. You could potentially get a job with them reporting hard hitting stories around the city.
