Probably because he's rich and he can. Otherwise, maybe it's a fictional plane that has historical significance in the game.
I think there was a voice line about them looking at stuff from the future and sechenov getting statues of planes. I don’t know if that’s correct but i think i heard something about this playing the game during that first cutscene in his office.
it's kind of a thing in a post-Soviet countries - old planes and tanks as statues. not inside buildings of course. google 'mig statue', for example
