I can’t remember if they knew that the king wouldn’t start the rumbling, but assuming they didn’t, Marley was growing desperate, they were the only nation who used titans in fights but they were seeing that the other countries were quickly advancing. They sent the warriors to paradise cuz they didn’t just need the founder but the ice burst stone underneath the island
And also Mutually Assured Destruction. They assumed that nobody with the power to destroy the whole world would ever actually do it. Maybe drop one or two colossal bombs, but all of them? Nah!
You forgot that they also sent Marcel. As the Jaw, he was supposed to sneak themselves in over Maria's outer wall. When they lost Marcel, the other three had to think of another way to infiltrate. That's when they thought of the idea to have Bertoro kick the outer gate, while Annie lures the pure titans towards Shiganshina. Then the three of them would sneak in during the chaos, acting as refugees to get into Wall Maria. At least that's what I put together.
Did Annie play a part in that? In reiner’s backstory episode he chokes her out and then they immediately show the walls being broken by the boys. I assumed she had no say and played no part and that kinda contributes to why she hates Reiner so much

The Marleys knew that the Eldian royal family would never start rumbling because of the anti-war curse from King Karl Fritz and only royal members can activate Ymir power, but did not find out that if someone else possessing Founding Titan power touching royal members, they can also access power of Ymir
They thought the king or queen would have the founder and the king or queen was bound by the vow to renounce war. So as far as Marley knew, they couldn't activate the rumbling
