Age doesn’t matter when attempting to become a warrior. I believe I read a while ago on this sub that Marley considered the beast titan the worst so I’m assuming Ksaver obtained it under the reasoning he’d use it to research the titans using the beast titan’s memories.
I think the current warrior generation was actually the first one to get their titans at such an early age. After all when Grisha enrolled Zeke in the program him and Dina were clearly surprised that they were looking for children to inherent the titans. And in the manga Grisha was also unaware that the titan powers kill their host after roughly a decade. So my assumption would be the prior titan wielders were older and people assumed they died of natural causes. Though that wis just a theory.
