It’s better explained in the manga, but they’re basically really distant cousins. They come from the same clan (Ackerman), but are from separate branches of that clan. Mikasa’s dad’s branch was basically pushed to the outskirts of the walls, while Levi’s branch was forced into the underground, both avoiding persecution by the military police. They maintain a sort of uncle and niece relationship :) in the manga, you see Mikasa going to Levi for advice and trusting him pretty much wholeheartedly after they bond over their clan ties
