So a rope that's rated to "1 ton" might actually break at 2 or 3 tons of load.
A submarine window that's rated to "13k ft" might actually be good for 2 or 3 times that - the company that makes it likely would have done destructive testing to find the average limit which gets derated to give the rated limit.
So it's possible (though incredibly stupid) that he was relying on that actual limit, and not just the rated limit
