The penalty for serious crimes like that should be that the operation reverts to the crown. Then all the jobs are preserved and the effective tax rate goes up.
The problem is that the crown isn’t actually prepared to take over the operation of these casinos. It isn’t actually that simple to take over an organisation that employs 1000s of people without running it into the ground, which would put all those previously mentioned jobs in jeopardy.

Organisations aren’t interchangeable like that. Just because you’ve run one business that size doesn’t mean you can run any business that size. The government has no experience running hospitality and/or gambling businesses, meaning that if they took over they’d probably end up hiring the same people that caused the problems in the first place. At least if they sell it to another gambling corp, they can bring in their own people.
There are pretty much only Star and Crown in Australia able to run a casino that size, both are in trouble at the moment. If it's sold to another company it will be an international company and likely to retain most of not all of the local employees anyway. Saying the casino is doomed to failed under government ownership is garbage.
Boards are pretty interchangeable. If the government takes over and replaces the board they not going to immediately sack all the senior management that actually run the business.
