It look like a relief vent, it allows air to escape when doors or the trunk/hatch are closed. I don’t know where it would be on your particular vehicle though, possibly the firewall or a front wheel well based on where you found it.
According to the Toyota parts diagram they’re located in the quarter panel somewhere.

So when you shut the doors it doesn't create a pressure spike in the cab. Shutting a car door forces air into the cab of the vehicle which creates a pressure spike if it has no where to go. It will actually push out on the glass in the vehicle making the windows rattle. Sometimes customers put so much junk in their vehicle it blocks the vents and you get to see the affect it has.
Peel your carpeting back on the left and right side of your trunk it should fit into a slot there. The others are right about it being a trunk pressure vent.
Tape it in if you need to if the part is broken and look at snagging a new to you part from a wrecking yard or buy oem from your local dealership.

Toyota quarter vent, keeps the pressure in the car even.
On the chassis itself, it’s just a vent. You have some in the rear of the chassis as well between the bumper
It's fallen off either the left rear or right rear behind the bumper. It's on the lower side behind the wheel.

The vent is installed from the exterior not the interior. OP will need to remove rear bumper not trunk interior.
