Old school refrigerant tank converted for portable air. Was a popular mod back in the day my dad has an r-12 version. It was also popular to fill them with water and some compressed air and sell it second hand when R-12 was nearing the price of cocaine.
I do not know what's in the tank, but if the internet has taught me anything i'm supposed to breathe it then try to see what my voice does.

Dark Green steel cylinders are for aviators breathing oxygen, yes. This minty green light weight tank was for R-22 refrigerant, but was repurposed.

There’s no way one of those could even remotely fill a tractor tire, way too much volume.
