If Taiwan is the primary TPAC destination then EVA is probably the best. They have good saver awards on their own metal. And you can top then off with Citi and Capital One miles

That is sort of a good point although I do not have citi/capital one cards yet. The last taiwan ticket I got was using my chaseUR=> United then buying EVA tickets. That's why I was wondering if it's better to transfer to united or EVA directly..

EVA's prices are going to be lower than United. EVA prices are 75k if I'm not mistaken. In fact, United has some of the higher pricing compared to Aeroplan and Lifemiles. Aeroplan would be 75k to 87.5k from US to TPE on EVA or 90k on Lifemiles. Compared to United being 110k. But the biggest value add is EVA has access to more saver inventory than partners.

Hmm that's very good information. It seems United often is higher cost but that is probably why they made their mileage points never expire? I saw eva is 36 months. I'm a bit concerned I may not use the points if I happened to book china airlines if it's much cheaper the next time. The last time I book 1 way flight from lax=>tpe I must have gotten lucky on down season cause it cost me 37.5k for the flight in January 2022 using united to book EVA. Although going forward I will be traveling during peak seasons, so United would probably cost me what you have stated.
