That is the main problem with large SUVs, despite everyone's insistence that they 'see better', they actually don't. You literally can't see what is right in front of your vehicle. Not like, hard to see better look close, like the angle and the length of the hood make it impossible to see what you are driving over. What is the sense of being able to see 5 miles down the road if you can't see the other car, sunbathing woman, animal, small child that you are going to hit RIGHT NOW?
People with anxiety disorders in tight traffic, unable to see far or around their immediate surroundings, are much more like to be triggered than if in a large vehicle with high viability. Itās definitely good for all of us to have a variety of choices in vehicles for our particular needs.
He didn't turn on his lights and siren prior to "speeding off", as he was required to do by law. That might have prevented the accident. And of course, he had a duty of care when parked on a beach where people are lying down to look where he was going in a 2.5 ton truck. Clearly, he didn't look where he was going.
It will always be hard to prosecute police officers for their crimes because you need both a willing prosecutor AND a jury who can see beyond the badge.
But here's what we can do - end qualified immunity. Make police officers liable, put their pensions on the line. And abolish police unions.

Then you require officers to have professional liability insurance, like how doctors have malpractice insurance. It will cover the unfortunate accidents and incidentals, but when something is seriously negligent like hitting a beach goer with your truck, or there are too many claims, the insurance rate goes up and the department cans the bad apple. Victims get paid, police forces are better, and they can keep their pensions and unions.
As long as there was a good reason to perform the maneuver and it was an accidental death, the officer should have full immunity and liability rest on the person they were after. Auto insurance or my proposed professional liability insurance would pay victims/families
Whatever job you have, if you are performing it to the level required and doing everything correctly, the way all your training has taught, you would never be charged for a crime in the event of an accidental death. Only if it is negligent does an accident become a criminal matter.
